All my images after downloading onto my tablet or phone transfer to my google photos app. which is cloud storage. You can send those photos at full resolution via email or text by providing a link.

Depending on the image sizes, try sending only a couple, keeping under the 20Meg limit.
Otherwise use a file sharing site like drop box or one drive and send a link to the images.
By chance does Picasa shrink images when sending? My phone does if they are too large.

They do, that's why you had no problem with Picasa, but do with Comcast. You probably set up the Picasa preference for size to email way back long, long ago - and never had to think about it again. As I recall, there were several size choices.

I use a free drobox account and send a link. Or I use my google photos account sometimes Outlook.

Consider resizing the images to 2048px on the long side and sending only the resized versions. This post includes screen-capture examples of 'how' to resize after a lengthy discussion of 'why'.

I use WeTransfer, works great and is very fast, and has a free version.

I make mine 1500 pixels on the long side. Never a problem. If you want to show someone a large picture, use Google Photos or something similar. You give them a link, and they go there and view it.
