The USPS has opened an investigation into the loss. It was shipped from Charlotte, NC to Mars Hill, NC.

My question is, how do these things get resolved when the item does not arrive for an extended period of time? I haven't been able to find any information on the inter-tubes.

I know I can contest the payment via Paypal or my credit card company. Is that my best option?

Not insured priority mail, it is probably a goner. And I don't mean specifically yours. I never use media mail for even Audio CDs as they will usually get damaged or destroyed or lost. I ship insured priority and often in a box trying to avoid bags. USPS and UPS are definitely worse than years ago. The drivers / delivery people seem not be able to read street names and address numbers today.

Wait for the PO to investigate. If it was insured, they should pay. I think the seller who did the insuring will collect. Obviously, you don't have an insurance receipt. I don't think this will be settled quickly.

Insured or not, USPS, ebay, PayPal - it will still take a L-O-N-G time to resolve !....... Hope you don't really need the item or the money

With consideration to the millions of mail pieces put into the mainstream every day, each day; the percentage of reliable, timely delivery is very high.
Not many think about the pieces were delivered intact, on time.

I am simply amazed that 99.99% of the millions (and perhaps billions) of pieces of mail that are sent every day wind up in the hands of the correct recipient in just a few short days. The process is somewhat mindboggling, and in my opinion, works extremely well. But sh_t happens and it seems like it happened to the OP. There is an awful lot of mail/packages being delivered right now. Vehicles from USPS, UPS, FedEX, and Amazon crowd my little street each and every day. A few mistakes are likely to be made.

No Jerry I do believe that if the package was insured that the receipient should get the insured amount. The purchaser, one way or the other paid for insuring and sending the package.

Either the shipper or the recipient can file a claim for lost/damaged shipments and collect.

USPS requires 4 items to process a claim - mailing receipt, proof of insurance, item value and damage. I don't know if USPS regards priority shipping as FOB Origin (seller transfers ownership to buyer as soon as merchandise leaves the sellers' premises), or FOB destination - where the ownership is assumed by the buyer upon receipt. In the former situation, it would be the seller's responsibility to make the claim, and the seller will be reimbursed.

I once had an item that I sold through eBay/UPS and it arrived broken. I immediately filed the claim and issued a refund to the buyer - even before UPS investigated.

The last time I sold a camera, paypal held the payment until the buyer received the package. The buyer wasn't home to receive the delivery, and I had to wait a week for him to go to the PO to pick it up !
Paypal should be holding the payment.

With paypal you are protected. Open a case with paypal right away, tell them you want a refund because the item never arrived. Paypal will respond to your request and open a case.
You can also open a case with ebay, but not necessary.

I would file a claim with eBay. If the seller didn't insure the item, it is unfortunately his fault.

Yes. Sellers play shipping roulette if/when they fail to insure a shipment. Enter a claim with eBay.

My only experience with USPS investigations didn't end well. They delivered it to the WRONG person who chose to keep the package instead of returning it. According to USPS records, it was delivered. Even the individual postman admitted it was left at the wrong house, but they wouldn't cover the error. We fought them for 6 months and finally gave up.
