Universal health care, which provides prenatal care, is opposed by Republicans and supported by Democrats.
Universal maternity and paternity leave is opposed by Republicans and supported by Democrats.
Planned Parenthood, which provides prenatal care at many of its facilities, is opposed by Republicans and supported by Democrats.
Other issues, such as the lack of obstetricians in rural areas due to malpractice insurance costs, can be blamed on both parties. And the increasing tendency to perform Cesarean sections is a cultural issue.
But I am confident that Republicans are less likely to support prenatal care.

It is interesting that the US Government and most states will charge a person with a double homicide if they murder a woman who is in any stage of pregnancy.
