Very few people have social conscience. I wanted to end the chatter at work and on the bus and etc. hand wringing won't help anyone. As citizens we have a responsibility to care about another. And you tell us that changing the Constitution will make people feel better about helping others. I would disagree with your supposition of social conscience and say that most people have a social conscience rather than very few. But having a social conscience does not mean the government taking my money and giving it to groups, people or organizations I don't approve of. Do I not have a choice of supporting my own groups that might be different than your list of groups?
