Let's get it straight. 2017 Legislation and its implementation is 100% REPUBLICAN.

Since the bill was passed/signed in 2017 and to quote the article, "as of Nov. 8 [2018], more than 82,000 were still waiting for their housing payments with only weeks remaining in the school semester, according to the VA. Hundreds of thousands are believed to have been affected" how is this NOT a Republican failure?
Now that's 22 months in...
Allowing for the initial failings of the Obamacare website, which were corrected in an expedited effort (which since it was "Obama", I'm sure you will say wasn't fast enough), progress was reasonably fast considering the broad scope.
If the problem here was limited to early 2017, ok, s**t happens with software. I know, I designed/programmed full 50 state accounting and payroll systems for over 20 years.
But now 22 months in we have evidence of NOT DOING THE JOB coz it's still not done.

If the "legislation did not upgrade the VA's technical capabilities", that means that the LEGISLATION (Republican) did not provide for, SPECIFICALLY FUND, the upgrade.
