Was I a jerk?

I know that I'd by mighty steamed up if someone did that to me.

It was in the high 70's and low to mid 80's yesterday and the windows are down.

How long was the owner gone?

How hot was it inside the car, do you know?

Was the dog showing signs of having issues like being listless or panting heavily?

Your' right. It was a stupid thing to write and I apologize. That said, I did live in a house trailer when I was a young boy and again when I got my first job. Unless they have a big air conditioner, trailers get every bit as hot as a car when the sun beats on them. The dog (and it's owner) might have had to cope with heat when they were home. The owner might have been doing the dog a favor by not leaving it at home.

People are so clueless and selfish when it comes to their pets. They take them places they have no business being - at our recent annual huge street art festival we saw a number of people with small dogs on leashes in the huge crowds - dangerous for dogs and people, and it was also very hot. Even in the heat of the Florida summer people feel a need to take their dogs jogging with them - but the dog can't tell them how it feels, and cannot recognize its own signs of dehydration or heat illness. Dogs don't sweat, and panting in the 95% humidity can only cool the dog so much. I have seen a golden retriever whose caretaker decided to go for a bicycle ride and take the dog to trot alongside him - the poor dog's pads were worn down and bloody - he could hardly walk for days. Just no understanding how dumb people can be.

No you were not a jerk. But I believe you over reacted, From the what I see is the dog was not in distress, it was doing what comes naturally to animals, it was seeking shade, had the windows been rolled up I would say there was a big problem. Also while the police were answering this call they were not available for more important calls.
I have been a dog owner all my life, while traveling with my Dobies, they went everywhere with me, I would have to leave them in the car at times with the windows down, also they were not accustom to A/C since we had none at home, didn't get ( A/C until 1995, and has ruined me, I am no longer able to tolerate the heat ) never did I find them panting when I returned to the car, by the way panting is a dogs way of staying cool.
I will probably get raked over the coals for this but people really should use common sense when calling the police.
