You forgot to say the 'the price' is free!

Many users of Gimp say it is as powerful as Photoshop - I do know that it has a fairly steep learning curve but there are dozens of 'how to' videos on Youtube and the results are worth it.

Sorry, it is not free, I thought maybe you would have photoshop...but this one looked surprisingly interesting when you got me interested so I thought I would post it anyhow- I couldn't find a good black and white pencil effect on my version of Photoshop CS3 but the pastel filter effect I thought looked good.

FotoSketcher was mentioned earlier in your thread. It does a pretty good job with painting effects. There are several styles in which all can be customized (ie...brush size, stroke number...etc). It is Free, however the programmer does asks for donations should you so choose. It also has pencil effects as well, but none of them are very good in my opinion. It is a stand-alone program...which doesn't require you to have any other photo editing programs.

This effect looks like it could have been created with FotoSketcher (which is free and has been recommended in this thread). This standalone program offers many presets (which can be tweaked) such as pencil sketch, pen & ink sketch, oil painting, watercolor, and many more.

I really like to "sketch" my photos and use Elements colored pencil filter and it does a great job. But "........... You have to do the adjustment on a new layer so that you have access to the opacity slider. With the slider you can adjust the effect to what ever level you want. I usually take the opacity down to under 50 per cent before it looks the way I want.

I do not like Adobe but Elements is the best editor I have found, and it's cross platform and works on Mac as well as the dark side ( I know us Mac people are very bias)

Rgouine, I have tried Elements, ALL of it's effects, but they do not look like brush stokes or pencil. Elements has a ton of effects, but I just do not think that any of them are practical. They either make the photo look out of focus, or fuzzy. I'm looking for a genuine paint brush effect or colored pencil.
I have Elements and love the program, but it's effects are unrealistic.
