Colored Pencil or Paint Brush effects

If you are using Windows, you could try FotoSketcher.

Alien Skin Snap Art 4 is a plug in for Photoshop. May also work with PSE, but you would need to check that out. It has a lot of artistic effects for photos including pencil, water color, impasto, oil paint, and others. You can adjust the brush size, canvas roughness, and several other things. $99. Go to alienskin.com. They have several other photography programs as well. Bokeh is also very good.

I've used Picasa with varying success.
I rapidly came to the conclusion that some photos lent themselves to 'pencil' conversion but for others it was a waste of time even trying.
Experience tells you what will work and what wont.

I have an old example that I did using Smart Photo Editor. Portland, Me "Bug" Lighthouse. Would this suit your requirements?

The first FREE one that comes to mind is Photoscape. Very good, free software.

I use photo sketcher. It is a free program that is very good and what makes it better is that it is free.
