The GPO, I believe, stands for Government Printing Office. As has been stated, it looks like something from WWII.

I dont think its illegal to hijack my own thread...so here are 2 more documents for you the UHH brain trust to peruse...
Look at the dates...there is something wrong here...and I dont have any idea... you can open them with something like picassa and get a better view
