The card might be for U.S. Federal level politicians, so they can find they way back home after being in Washington too long.

My wife got on a geneolgy kick a few months back, when we found her mothers Displaced Person card...
Displaced persons from central Europe were sent all over the world...places including South Africa and Iran.
She was lucky enough to go to Canada...because she lied about her work history and told those in charge she was an experienced domestic servant.
She was actually the daughter of a lawyer...
She never would talk about those times...even when we asked...she would always was that is the past...its over and its going to stay that way.
Looks like there should be more information on the back of the card..Thats maybe where you would find a name and number.

My wifes mother was from poland...
It's a registration for something taken out of the country to show proof on re-entry that you owned said item prior to your trip.
