If you notice the appearance of red or green double-underlined links covering some words on the page, that's a sure sign of adware. That same adware messes up page formatting.

It's a good idea in theory, but people would post in the "wrong" section all the time. So we would end up with "look how cute my kitty is" pics in the c&c section, and c&c requests in the gallery section.

The same thing with special icons. Some people would misuse the icons on purpose, while others would use them incorrectly out of ignorance of how the forum works.
It would be nice to have a way of separating genuine c&c requests/discussions from other pic posts, but I don't think this is the way to do it.
