I'd find a retouching service and farm it out or reshoot the job.
copy the layer and apply a blur put a black mask on it and brush in white at selected opacity
You might look up frequency separation on you tube

I wonder if my "Portrait Pro" software has anything for this.... I'll have to go look. I do know they have a "skin smoothing " slider.

If you have it try NIK Define 2 use the color selection tool and see if it smooths out to your satisfaction.
I like them cellulite dimpled hips those big old watermelon........

I agree with others Portrait Pro is worth the money, especially if you do lots of "People" photography, weddings, etc. If not most of the free basic editing software, that comes with your PC has spot removal that "might" work. Although, it does cause some pixelating. If you have Photoshop, I'd use the tools suggested in other comments. I have PS but I have not mastered it yet, so I can't tell you how to fix it using that. But there are some good you tube videos that explain it pretty well. If you plan on doing that type of photography, I would advise you to purchase PS and take classes, or take the time to teach yourself how to use it. It is a "must" have for Portraiture photography!! I don't do very much professional photography, but do it occasionally for people by word of mouth, and I "wish" I had learned PS before I did the photos. I am learning it now, though!! That is just my opinion!! Good Luck, and let us know how you fixed it, and with what editing software!!
Just trade her in on a much younger woman....., presto, cellulite gone....., at least for a few years!!!!
