Use layers and blur on the layer - blend back together for reality look, or buy the software to do it for you.

Attach a syringe to 3 conductor electrical cable with epoxy. Solder the cable's other end to a USB connector. When cool, plug it into the USB port on your computer. Start Photoshop and open the image. Stick the syringe into your thigh. Hold down the control and alt keys and press the X. Put the cursor over the area you want to fix and the cellulite will transfer from the image to your thigh, as if by magic. Note that there is no undo for this procedure.
