My understanding is that the "Consideration" section is a learning opportunity and tool.
If you want Facebook, go to face book where you can just ❤️ a persons last dinner display.
It's pretty hard to learn from a ❤️.
What was it you "liked"....., the colors, the girl, the bokeh etc.
That would be way more useless than a "great shot" comment.
Good critique is almost impossible to find, thus learning and improving is hard to do.
If you're too busy to participate at a productive level, best to wait till you have a few more minutes.

Also it's not up to the section managers to implement such tools, it would have to be built into the software by Admin or their writers.
