I'd say the first consideration after price, was the size he/she would like. One lens or interchangeable. I'd lean toward a compact with one permanent lens.
I recommend you follow the K.I.S.S. principle. Keep it simple... Be prepared to provide help and don't get the child a camera that your afraid he/she will break.
