Without offering legal advice, i would hazard a general hunch that your webcam footage is subject to subpoena in a civil or criminal proceeding.
One thing to be careful is substituting a clear sky onto a photo shot on a cloudy day where there are no shadows.

There are many wildlife refuges in the Galveston area. I suggest you search for "wildlife refuges Galveston area", then look at the websites for those that seem within reach. I have also been to High Island and Bolivar Flats, both run by the Houston Audubon Soc., which also runs the small Dos Vacas Muertas reserve on the west end of Galveston Is. High Is. is extremely busy during spring migration, as water birds nest there. Brazoria Nat. Wildlife Ref. is interesting during the winter, with lots of birds, gators, etc. A long lens is preferred. Brazos Bend State Park is further inland and has lots of birds, turtles, gators, etc. In all instances, I suggest you call a refuge ranger or the Houston Audubon Soc. for information on what birds are currently there. Also, the Texas City Dike is 5.3 miles long jutting into the bay, with lots of birds. There is a website.

Color is better, but crop out all but the store front. If you decide to go B&W, do the same crop and add a sepia tint. That will make it look older or more traditional.
