I keep the 55-200 VR on my 5100 most of the time. I find it is very sharp if used correctly. IMO, I would have ponied up the extra 70 bucks for the VR.

These are with a d5100 and 55-200 kit lens.
There didn't seem like alot going on being midday and very hot, but if you look close enough.....well.

IMO, the 1.8g. 1) it will autofocus on the 3100 and 2) best bang for the buck vs the 1.4.
However, I went with the 35 1.8g instead of the 50 and have never looked back.

Dont forget the CP filter for out on the beach. My favorite beach spots are Lighthouse beach and at the very end of Captiva.

That shutter is rated for 150k, so its got high mileage. A shutter replacement can run a few hundred depending on who does it and exactly what needs replaced replaced.
I'd do comparative shopping around to be comfortable on the price.
