I dealt with environmental law as a divisional manager. There is the law, the spirit of the law and the practical mater of the law. Law may be written in some way, but it is not practical to enforce it as written. So you comply with the spirit.

In my opinion you did that. I do not really know if the lady in the photo was nude or wearing pasties and a pubic stick on bikini bottom ... after all we could not see those areas did we.

I believe the intent of the rule is to cover the nipples and the genitalia. If this is the intent, then you have skillfully complied. These two rules in most of the USA will get you a free pass on the beach.

Here in FL a few year back a lady was selling hot dogs from a vending cart. She sold from a public street corner. Yes she was clothed, sort of, but very scantly. She did get some police hassle, as well as a lot of TV coverage (no pun intended) but as I recall it was nothing much and it increased her business greatly I would imagine. I do not believe she got fined. If you did not see it in person, then you and the whole family saw it at 6PM, National at 7, and on the front page the next morning/
