As I remember from my Nikon times, the update file should be the only thing on the card. If you format card in camera it does format the card and creates directory structure as used by camera. Then update is not the only thing on card. Format card in a PC first.

Write-up on utility used in this batch program can be found by googling "what-is-wevtutil-and-how-do-you-use-it".

Description of wevtutil.exe says "Windows Events Command Line Utility".

I cannot include the link, domain is blacklisted by UHH.

The batch file clears Windows event log for an application if run by administrator, otherwise does nothing.

Good place to start is manufacturer free software.
I would recommend Sony Imaging Edge.

I am running out of options... :-)

Set boot option #1 to Windows Boot Manager, set other boot options to Disabled.
Set USB boot to Disabled.

Try again...

Once you select Windows Boot Manager you might have another option to select boot device - disk drive, USB, optical drive etc.

Also go to Administrative Tools and Disk Management and verify that partition on drive C is marked "Boot".
Sometimes cloning programs miss this setting.

I do not understand why you are booting from network...
PC is looking for boot device on your network, does not find it and then boots from local drive.
I would use Windows Boot Manager as option #1...
