I have the 16-35 and I am very pleased with the IQ. If you use filters, you will need a special filter holder for the 15-30.

It's definitely worth the extra cost. Their prime noise reduction for raw files is the best one that I have found. Sometimes B&H will run a sale on it.

I'm not sure why you would want them on while your shooting. Do your strobes have modeling lights? If they do, you won't need lights on to focus or compose, and certainly not when shooting with window light.

For use on a monopod I would recommend a tilt head, it's much easier to control than a ball head. With a monopod you don't have to worry about swiveling.

If you have a Smart phone, download an app for calculating long exposures with ND filters. Get your exposure reading with no filters attached. Then use the app to calculate the proper exposure with the ND filter(s) you want to use. If your combining a Polariser then add around 1.5 stops. That should be close to the proper exposure time needed, or at least get you in the ballpark. Very simple.
