Worst places we experienced were: Earthquake Park, in Anchorage comes to my mind; and the road from Cantwell, to Paxson (Denali Highway); and Kantishna (in Denali). The Haul Road to the North Slope (Prudhoe Bay bay)!
But then and again, it may have been the time of year we went, late spring (late May thru late June), and mid-January to early February!

With permafrost only a foot deep from the Brooks Range to the coast, in spring, it's all fresh water. One of my fondest memories of Fairbanks is chipping ice from my driveway and slapping mosquitos at the same time- every year.
