No, you are wrong. It is raw, as in raw data. RAW would be an acronym, like Rear Axle Weight, or Reconnaissance Attack Wing, or Rifleman's Assault Weapon. Get the picture. I know newbies can sometimes get confused. Your lack of photographic knowledge is readily apparent the more you try to dispense advice to people who do KNOW what they are talking about. Read a few books on the subject, then get back to us. This crap you are dispensing is laughable!!

I would use the Content Aware tool, in small doses. You will find some blurry patches of water that you can then clone in later.

Contrary to what some people on here say, this is three minutes using the Content Aware tool in PS CC. A bit more time on it and it would be better. Just saying that it can be done.
