As he is unlikely to start shooting in RAW straight away; I agree that Elements would be the best option. LR is better for processing RAW files than Elements.

If you are looking for some constructive critique:
The picture would benefit from 'post processing' to remove highlights/blemishes on her face.
A reflector would have been useful to remove the shadow from her left eye.
Her eye isn't perfectly sharp; as should be using this camera and lens.

As the tree is the main subject of the photograph, I suggest you spot meter on the tree (unless you need surroundings as well to put the tree in context).

I would suggest that LightRoom would be one of the best RAW converters you could use.
