Not sure----but there are some areas in Oregon where the same thing was done about 8 years ago and the small trees were not removed. May depend upon who is in charge of the area.
They were not sprayed but were from rain.

The photos in this post include some flowers and birds taken on a hike at Baskett Slough National Wildlife Refuge near Dallas, Oregon on April 26, 2019. Some are identified and some not. Any help with IDs is appreciated.
I just use half frame reading glasses to focus and look over the top of them to look at what I am taking a picture of. Although I have bifocals and have had progressive lenses this is my preferred method as my distance prescription is very slight.
