I found YouTube helpful while doing research prior to buying my 80D w/18-135. I also found it useful learning the functions. Together with the manual and tips here, I've done most of my shooting in manual mode.
Taking several shots of the same subject while changing one thing (ISO, aperture, shutter speed etc) and seeing what and how the photo changes.
This exercise also helps learn where the buttons and dials are. After awhile your fingers intuitively go there.
It's not rocket science, just takes patience and practice.

My suggestion is this:
Research, online, written reviews, youtube, etc. Consider potential models and compare, and choose which best suits your needs or desires.

That's exactly what I did a few months ago. I wanted a good DSLR, but wanted more than a "basic" model. I was between a Nikon D7200 and Canon 80D.
I ended up choosing the 80D. Absolutely love it. I think either one would have been a good choice for me in that price range. The Canon just had a couple of features and higher ratings that I preferred over the Nikon.
It basically comes down to your preference and bank account LoL

Mine fills the card in segments of 1, 2, or 3 mins each. When the card is filled, it starts rewriting. That's why the feature to tag a section is good so it won't over write that segment.
I drive 40+ miles to work and back so I have it set to 3 minute segments.
It writes directly to the card.

From wind-watch.org

Note the blade sweep area from just under an acre to 1.5 acres!

The widely used GE 1.5-megawatt model, for example, consists of 116-ft blades atop a 212-ft tower for a total height of 328 feet. The blades sweep a vertical airspace of just under an acre.

The 1.8-megawatt Vestas V90 from Denmark has 148-ft blades (sweeping more than 1.5 acres) on a 262-ft tower, totaling 410 feet.

Another model being seen more in the U.S. is the 2-megawatt Gamesa G87 from Spain, with 143-ft blades (just under 1.5 acres) on a 256-ft tower, totaling 399 feet.

Many existing models and new ones being introduced reach well over 400 feet high. See the specs for several models at AWEO.org.

We have plenty of wind farms here in Texas and if anyone is ever in the area of Lubbock, check out the "American Wind Power Center" huge display of old wind mills to the huge wind turbines.

I've had one I picked up from Walmart for about 40 bucks, made by Pilot.
1080p, loop recording can be set at 1,2 or 3 min intervals, micro SD, time and date stamp (no GPS coordinates) also records audio, but that can be turned off. It has G-force setting to auto record such as when parked etc. With a button press it will mark that segment of video and not record over it. Can also be used to take stills - in case you need after wreck pics. Instructions say it can also be used as a computer camera. I haven't tried that. Probably some other features that I've forgotten and or don't use. What I like most is its small size and suction mount. I put it on the windshield, behind the rearview mirror and doesn't impede my view at all.

Nothing fancy and not too good at night. There are some units that have very good video at night.
It did catch a meteor one night, but I was turning left and meteor was heading right so it was only on screen for a split second.
But hey 40 bucks.

I'm sticking with my original thought. She's live streaming video. A closer look at her phone screen appears to be consistent with Facebook Live, when live streaming. I use Periscope, Facebook Live and Snapchat so I'm fairly familiar with the "look"
Y'all can hypothesize, criticize and speculate on light metering, straps, wifi etc. the content/subject on the surface is ironically funny!

As said in a previous post "a tool is a tool" and for live video streaming on social media, the smart phone is currently the best tool!

It's totally possible that she's using her phone to live stream some of the event via Periscope, Facebook live, SnapChat or other social media app.
