Yes, it is a Downy Woodpecker. Hairy Woodpeckers have a much bigger beak and are larger. Of course without having both in sight, relative differences in size are difficult to determine.
I did the visit for a free(?) gift on RV memberships for a couple years. Tried a couple and never could be in the right place at the right time to take advantage. I wanted to go where I wanted to go when I wanted, not according to their schedule. Got rid of all of them, and never looked back.

I use suet with red pepper as an ingredient (from Amazon) and it keeps away the squirrels. It does nothing for the "European Starlings" but they are preferable to the squirrels (AKA tree rats). Unfortunately they like to chew on my deck since I don't provide food to their liking. (They liked my deck anyway.) Red pepper does work to keep out squirrels, raccoons, etc. from your feeders, at least in my area.
"Nextdoor" is a rapidly growing community site in my area. If you have a similar site where you live, try advertising your availability and skill set on that site.
When I was looking for a Maine Coon kitten, I found a website that evaluated breeder websites for both dogs and cats. Can't remember the name of the site but I googled "pet breeder scams" and got lots of hits, some with identified scam sites and plenty of tips for finding good sites. Good luck.

I always enjoyed Mohawk Valley (New York State) more than any other corn on the market. Sure wish I could get back there to get some one of these days. And, by the way, it was boiled when I was a kid before the invention of microwaves.
I saw a Great Blue Heron with a similar problem several years ago at Aransas NWR. After he swallowed and spit it out out several times, finally he was able to keep it down. Fascinating but not appetizing sight, but he/she finagling managed to keep it down. Made me realize that I needed to get a camera.

When I tried that in 1963, going from GLakes to Waukegan on my only off-base liberty, it did not work all that well.
