DXO, is, purely and simply, a work-alike to LR's Development module. It has better lens profiles and can eliminate noise while retaining image content better than any program or approach I have yet seen. It has a volume anamorphosis correction that can sometimes come in handy when using ultra-wide angle lenses. It also is a work-alone converter, but it can write an LR-readable dng filemaking it an excellent plugin to LR.
One more program worth looking into is Capture One. It is very similar to LR, has a rudimentary library, but produces better colors with less effort than LR.
If you have not tried LR/PS, you probably should before you make any decisions. Capture One is the only app of these that I no longer use, but I can still wholeheartedly recommend. If you like (or think you might want) to work with plugins - then it's hard to beat LR/PS for price, functionality and value.
