He is the Executive branch and controls the funds that are given to him by Congress. He is just like any other business. The uppers give managers budgets and those managers shift the money around as they see fit they were given. After receiving a budget the manager decides to axsome jobs- he takes the saved money and puts it elsewhere. Maybe he has cost overruns in purchasing he shifts the extra money there. There is nothing illegal about shifting funds around after they are received. Show a law or legality that says different?

Foreign countries matters. We do not have a legitimate claim in the matter. He was a legal resident in the USA and had limited right as such. Once he left our country on his SA passport he gave up all rights and was a SA citizen. When he was on Turkey soil he was a SA citizen and when he entered SA embassy he was their citizen and no longer on Turkey soil.
How does lifting sanctions on a country do anything other than what is normal. They place and remove sanctions as they deem needed. An absolute normal procedure. You don't like it? Too bad you are not the President who has that authority.
