Remove the card from the computer and reboot the computer. Then try again.
If your cpu is a 1.86GHZ dual core, I wouldn't spend any money upgrading. The 550Ti is about 5 years old and is decent. The ram is certainly not adequate but not sure it's worth investing any money in the upgrade. If your computer takes DDR3 ram, 16GB can be purchased for about $100. I'm just not sure it will make a huge difference with the CPU. If you are running Windows 10, you should consider 8Gb of ram as the minimum - IMHO.

Do you have a discrete video card or are you using integrated video? You definitely have to have a video card. However, I do agree with the previous comments that 4gb is minimal for today's computers. We could give more concise recommendations if we had the specs for your computer.

Macrium Reflect is probably the best free backup software. I did have trouble making the boot USB for restore. It is the recommended software by Maximum PC Magazine. But - what's wrong with the built in backup software?

About a year ago, I purchased an $800 camera from B&H. Didn't like it and returned it for full refund. I have spent thousands with them and this was my first return - if that made any difference.
If you are going to overclock, the air cpu cooler won't cut it.
Your choice. At Microcenter an 850 EVO 1TB SATA is $345 and an 850 EVO 1TB M2 is $375 for a saving of $30. The durability statement was between EVO and PRO versions. Don't know about the SATA versions. Are you going to overclock? I assume that's the reason for the unlocked processor and high speed memory.
The only suggestion I would have is a different SSD. The Samsung 850 EVO is constrained by the SATA interface. The Z270 montherboards support an M2 drive that operates under NVMe. I would recommend the Samsung 960 Pro (or less expensive EVO) I purchased the Pro version not for the increased speed but for the durability.
Seagate is getting a bad rep for failing drives. I think this is due to all the failing companies that have purchased.

IMHO unlikely it's Chrome. It's probably Internet bandwidth or lack of graphics card. Do you have a video card or are you using integrated graphics. If a new problem, call your ISP.
