All that PPI does is affect the print size of the image. Using resampling will actually change the number of pixels (and the file size) in order to match the print size. With resampling, if you increase the PPI you will have pixels created. Creating pixels is a bad idea as they get generated by the computer and the results arent usually that good.
When printing a lower DPI would have fewer ink dots making up each pixel, which could make the colour look worse. A higher DPI would have more ink dots for each pixel and should give a more accurate colour.

The trouble is that a lot of the Japanese branded products are no longer made in Japan, now they are made in China or Malaysia. Cost cutting at it's best or worst depending on if you are a manufacturer or consumer. I noticed the n-75 was made in Thailand.

If you can get the blueprints re-scanned I would scan them in colour and use the Contrast and Gamma to clean them up.

Place a card into the card reader, double click on "My Computer" and right click on the Card icon and select "Properties". In the "General" tab click in the edit field at the very top and enter the text (card name), click "Apply" when done.
This actually changes the volume name of the card and does not mess with any previous formatting.
