Yes, you can dig under walls some of the time but not all of the time. Thing called bed rock stops all but the most sophisticated machinery! And that machinery would be a tell tale sign of digging. And that is especially true in mountainous territory.
And in areas outside populated areas they have noise and vibration detectors planted already. And they just found two tunnels in Ariz in urban areas that were not completed.
Also they don't dig tunnels strictly for i******s. They are for drug shipments. They want those tunnel not to be discovered, and if you have i******s (mass of people knowing where they are) coming through them, word would be out, where they are very quickly! And all that money digging that tunnel is wasted.
Digging a tunnel outside a urban is very risky, you have no cover to hide it without leaving a trail to it.
