Are you sure they're not B+W filters? Not sure how to free them up other than to keep trying to rotate them. Someone else may be able to help.

You are correct, but the error message is "EE," NOT "Err" as the OP said. It is described on page 132 of the User's Manual (camera malfunction). Probably not worth repairing.

Royce asked about a graduated neutral density filter, not a variable.
And you cannot mount a larger filter on a smaller lens with a step-down ring. A step-up ring is required.
