Lots of sites have PayPal as their preferred method of payment. Usually they have an option to use a credit card instead, but it takes a few clicks and some care to get there. Sometimes, even if you use a credit card, the payment is still made to PayPal.
In September, I paid $30 for a Paint & Sip. It's a franchise where people go to drink while they paint a picture with acrylic paint, following the directions of the instructor. When I got to the session, I discovered that it had been cancelled. I hadn't received a refund after a week, I sent an email requesting one. A few days later, I called my CC company and asked for a reversal of charges.
A week later, I got an email from Paypal saying that they had received a notice of a disputed charge, and they would investigate. It's been a couple of weeks, and still no refund. I'm not concerned about this because I know I'll get my $30 back eventually, but I would never deal with that place again, and I'll avoid payments that involve going through PayPal.

I suspect that was not a problem with PayPal, it seems much more likely it was a problem with Paint & Sip. I also do most of my shopping through the internet and because I think PayPal is safe - and I have never had a problem with them - I use PayPal rather than put my credit card details on line. I once had my card details cloned from an internet transaction when I did not use PayPal, and the crooks took £7,000 from my bank account - which I did not have. So to add insult to injury, my bank added overdraft charges and then interest charges when I said the £7,000 was nothing to do with me and I refused to pay until they investigated it properly. I got the money back eventually, but it took four months. I now use PayPal all the time and have never, ever had a problem.
