If some people want to better their lives and contribute something to this country let them return to their country of citizenship and apply for legal immigration.
The President likes to talk about "immigration Reform" The only Reform needed is the willingness of our elected officials to enforce the law.

They can join the service and die for us, but they can't have a driver's license? I fail to understand. Maybe if good gov required them to become citizens? Or maybe they actually want to become citizens but the state is prohibiting that? then they just might make a contribution to the state of Arizona, the country, and the world. Who knows? I don't know about legalities of these things in Arizona.
Maybe we ought to just tear down the Statue of Liberty and be done with it. Close all borders, hunker down, and live in the fear we have created by ourselves for ourselves.
