When I look at this picture using the histogram the first thing I notice is the spike in red... This needs to be corrected, I think you went overboard on it trying to get a color match with the dress... It just does not work.

As to the braces, use a small brush and 'paint them' using the clone feature, IF it exists in photo Elements.
