Trump made it clear he will not sign any bill that excludes funds for border security, the dems know this and choose to ignore this and present bills denying any provision for border security. In addition they refuse to even discuss any possible resolution to come to any agreement. All the while complaining that thousands of people are going without a pay check, but when a bill is put forth to help these people they refuse it. So I contend that the democrats are as much at fault for the shutdown as the republicans.
