Every lens has strengths and weaknesses. Just read a comprehensive review to see what distortions and aberrations each one has at different focal lengths. Macro lenses at one focal length are optimized to be best when magnified but also good at infinity. So yes a top quality macro with excellent technique will outperform a standard lens when magnified. That said, you can get really good results from a standard lens, by itself with cropping or with extension tubes. And a lot has to do with technique. It's easy to ruin a macro shot.

The 100-400 version ii is unique because it has .31x magnification built in and if looks good when magnified. Most lenses have some magnification, but usually in the .15x to .20x range. The extender acts similar to an extension tube by increasing the magnification, but a regular 25mm extension tube with no extender would also get it close to half life size.
