Why is it a power grab? The precedence have been set already by Obama and other previous Presidents. Why is there an outrage for this President to do what has been done before?

Also the President has complete control over the military. Congress does not have any say in the military other than the amount of money they get. Oh yeah - Congress the right to declare War which they have time and again have allowed muddling the waters by previous Presidents.

Congress approves a budget and not how it is spent once authorized. Just like business. Chiefs in charge allot Departments money to operate. How they spend it is up to the department heads. Example: the Department heads decide how many employees, what money is provided for operating. If Department heads decide they need less people and more control over parts costs that is up to them to reside in the budget given to them. Business I was in I know if these departments heads saved money from their budget they got a kickback for the saving and got 10% bonus at the end of the year of the savings.

Unlike our government who wants all departments money given to them to be spent. Like $10,000 toilet seats and $2,000 hammers.

So why is the bad on many levels?

If you want to read something that isn't meant to be, the way you read it. 'Didn't have to do this ' if the left would have given the money he requested for the wall. Yet Clinton, Schumer, Pelosi, Bush, Obama and more are all on record of saying a wall is needed. Go ahead and deny it. There is all sorts of videos of them in their own speeches they were readily willing and able to build a wall under other Presidents. Only because it is Trump, they don't want to supply the money because he was really gong to build it.
