OK, I decided to try a redo on my hummer in poor light. That noise was just getting under my skin.
I played around, tried Topaz Simplify but none of its gazillion painting filters worked for me so in desperation I went back to Photoshop and browsed the menus. Under "Filter" > "Stylize" I found "Oil Paint". I like it! Then I tweaked the tones a bit to make the feathers and the "swirly" brush strokes look good and here it is. Then I included the first version so folks don't have to hunt for it to compare. Someone asked about the background. It is a weathered board fence about 25' behind the bird, in deep shade.
And on the "oil painting" you really need to Download to see it at its best.
I like it very much! But I also like your "noisy" shot. Because of the colors and background, it already seems like an artistic choice (I guess you tried a denoise program?).

Robert, it's a beautiful shot either way. I do like the oil painting version very much.

Thanks Linda. I used PS's own anti-noise, at its max setting of 10.
I think I am subscribed, I will double check that.
Great image. Great color. The noise does not bother me in the original image. I love playing with textures etc in post though so I like them both.

Jerry, as you know, I liked the original post and the painted version is very unique and I love it also.

Well done. Will have to give that adjustment a try
I think the "painted image" is much more striking and appealing than the original. Lemonade out of lemons to my mind.

beautiful job on both, Robert, and such a pretty little jewel.
Well done Robert, I like them.
I don't know how you did these but both of them are exquisite as far as I am concerned and I hope I can do as well some day myself. Nice Work.
