And all that money digging that tunnel is wasted.

Digging a tunnel outside a urban is very risky, you have no cover to hide it without leaving a trail to it.

I think you are a misguided individual, throwing roadblocks in front of ICE and not informing them in due time are not acceptable in any way and indicate a move to hamper their enforcement by the state of CA.
