This is the first I ever heard of Elements +. I have Elements 18 and am looking to channel swap for coloring infrared. Does plus allow this?

I do not know of such a program (that needs a degree)!

Windows, Mac, or Linux?
For Windows, the unfortunately-seemingly unknown-on-UHH program to check out is called Paint.NET. Go to
https://www.getpaint.net to see its story.
It is FREE, was developed under Microsoft mentoring as a graduate student project and has continued on. It is very capable, but does not have the intimidation factor of the high-end apps (Photoshop, GIMP). Very well maintained and supported. Please run from suggestions that you MUST use Photoshop to call yourself a photographer. Those are rampant here.

A subject of some "Holy Wars on opinions". Consider Affinity Photo
Many claim it is easier that Photo Shop and just as good for the average person. Here is a link to some tutorials. Look at some of them and decide if it is for you. It is a one time purchase of about $40. It also has a good user forum

I have also used Paintshop Pro for years. It's easy to use, inexpensive and full featured.
No matter what editing software you choose, whether it be Photoshop, Lightroom, Photoshop Element's, etc. there are dozens and dozens of tutorials on YouTube. An excellent source of knowledge and tips.

if you use a Mac, then one of the simplest to learn is macphun. it has about 4 programs in the suite that will do a lot of PS stuff, but it's really more intuitive.
I have used acdsee for the last 12 years. It is sophisticated enough for my needs an infinitely better than any of the free programmes I tried early in my career.I have found the company quite responsive to user suggestions and unlike the Adobe products, you can actually talk to a human being for their technical advice and help. Lastly, you own the program and are not merely renting it.
If you are on a Mac Photos and Preview do all the basics and are already to go from the Applications folder.

I always thought Lightroom was fairly simple to learn, and there are a ton of free tutorials on YouTube for using Lightroom. If you are looking for a simple free software, I can't help you with that, as I have always used programs such as Lightroom, Photoshop, DxO, Affinity, ON1.
