I went with an entire change of context using my photograph of the National Military Cemetery in Bakersfield, California.

If only I had the talent to try.. After my first reply that PS Express could not find any detail was that the image was of a sculpture. Conside the detail about a pocket flap and button hole. The real thing would have detail, but the sculpture might not. The fabric would have detail, but the sculpture might not.

I believe an artistic expression would be acceptable in enhancing the subject matter. If you wish to try it I would like to see how it turns out.

John go ahead and jump in. The water is fine. If it doesn't work out for you, start over. I have only been using Photoshop for about 2 months and my technique is not the best but it is fun. So spend an hour having fun and see what you come up with. You might be very surprised. It really only matters whether or not YOU like it.

I like the concept you had in mind. I feel the buildings should have been more war-torn to blend in with the concept.

After you comment I decided to do some more work on it. I do have a tendency to rush and not be as thorough as I should be so here is my updated version. Please disregard the original.

Maybe a veteran returning home to conditions that are not exactly as he remembered them?

This was HARD! The sky is so blown, there's nothing there to recover. And when I tried to do something with contrast, it went even worse. So I used a preset in LR to start with, applied some GND filters (one didn't work), and this was the best I could do. How I wish I could change that blown out sky to blue! I know some of you can.

Ok, I'll use the second image for voting. Thanks for the update and the headsup.
