Interesting that "the road going out of the frame" seems to be mentioned as a "negative." For me, the road going out of the frame makes the photo more dynamic. You can wonder where the road goes. Does it lead to the mountain? Are there more hairpin turns? Moving out of the frame can engage the viewer. But then there are still those clouds that are blown out.

Better is a personal choice. Since you chose to include the road, I would say photo A with the car is better.
Longshadow wrote that he keeps wanting to look at the car. I keep wanting and trying to not look at the car. It is EXTREMELY distracting.
