Open Photoshop Elements Editor in Expert mode and click on Edit > Preferences > General and Unclick "Allow Floating Documents in Expert Mode." Be aware that there is a trade-off. If you have two or more photos open for edit, only one of them will show in the Editor Workspace and you will have to click on a thumbnail to switch to one of the other open photos.

Nothing BEATS Windows 7. I can barely turn Windows 10 on and use it for anything LOLOL !!!!!! Sorry I cannot help

I simply right-click on the filename of the picture I want to open. A fly-down menu opens, I hover over 'Open with' and select 'Photoshop Elements'.

That's the right way to open it as far as I know. Sometimes I will right click an image and if and only if elements is assigned by the computer as always open with elements (That Box usually says open and share with or open set as desktop as the first two lines in the box) then elements will open and if it doesn't open it usually means my computer needs a reboot due to windows updates. One day we shall get a version of windows that needs no updating. Problem is we may all be resting in our graves when that happens.

I experienced the same behavior with Photoshop Elements. Click on a photo, and Win10 will not open with Elements, although I selected that program as the default viewer. I could never resolve the problem, and I have moved on to a new computer and Photoshop/Lightroom/etc. I concur that the behavior exists.

One more thing to try. After Photoshop loads press Control-0 (that's Control-Zero). See if the picture suddenly appears.

All I do is open Elements then drag a pic from Faststone (same as My pictures folder) into Elements.

I load my pics in Photos (at least they always have gone there). When I go to the … and pick "open with Photoshop" the pic always displays. Not sure what's happening - I have win 10 and PSE 12, but am considering upgrading to a newer version.
