That is what the code says but past presidents/states/cities have opted to extend the time when appropriate.

While Ricardo7 can defend his own argument, there is a body of thought which states that people put too much reliance on the leadership of whatever religion or belief they espouse. The end of the argument will lead one to conclude that too much reliance on others has led to the problems of sex abuse in the Catholic Church, and the Dr. Nassar sex abuse of young gymnasts.
