Ditto, Topaz had tons of stuff to offer in their software. Don't rule out Topaz Glow either, makes some very pleasing special effects for wall decoration (photos modified).

Topaz Impressions. Its pretty damn cool.
you can adjust the light, the paint stroke, the amount of ink, the brushes etc.
This is for an advertisment that I was working on and I wanted to give a softer more summery look to the pic.
if this lets you zoom in, check it out up close.
Now with this, I couldve done a lot less ink, more ink, thinner or thicker strokes, etc.
You can also adjust all the individual colors - so more yellow, blue, green, etc. Including light & darkness values for each - for this I added more yellow & lightened it for summer look.
I didnt take the original pic, and its fairly low quality & not very suitable for advertising, which is another bonus, you can paint anything. Including solid backgrounds.
I don't post much, (This may be my first to any forum like this) so hopefully this helps.

it wouldnt let you zoom in, so here is a closer look.
I do have to say that the painter program above looks pretty cool as well, but its also 229$.
Impression is 99$ but you can usually get it part of bundle and pay less.
Im not a huge fan of Topaz products, but this one was pretty cool. I too have used On1, DXO, NIK, etc, none of them have this type of quality or effect as you can see from above posts. The trick is always to play with settings and dial way back the preset settings, they all tend to overdo it.
Also topaz stuff, really all of them tend to have a "swirly" look, whereas the more expensive program linked above, looks more like dabbling... this may also be due to the effect I used. You can shorten strokes as well, maybe that would fix that.

Consider getting the book Digital Painting in Photoshop by Susan Ruddick Bloom. Gives you great instructions for achieving desired effects. As you are not just applying a filter globally, you have much greater control over the outcome.

Please don't ask me "How" or "When?" But I got a Topaz Studio download for FREE at some point, and feel that this is one of the bet NON PURCHASES I ever made for my art... (If you magnify the samples that I sent, some even have a "canvas" texture..)
I didn't even do any "tweaks" on them, (which you can in the software..)
Have fun with whatever you go with...
