mac software for making images look like paintings

There seems to be a ton of apps of iOS which will take an image and apply a filter against it to make it look like a painting. But most have zero options for controlling the effect. I have lots of macOS processing software but none of them seem to do this including: On1 Raw , Luminar, LightRoom , pixelmator, PSE, etc.

Any suggestions? and hopefully free or pretty low price.

Topaz Simplify $40
https://topazlabs.com/simplify/
which you add to Topaz Studio (free):

PS Elements does have some effects. Which version do you own?

Here is one I just did quickly with PSE 2018. Guided edit mode - watercolor, then click over to expert mode and changed one of the layers to a different blend mode.

Beyond that, look at top of screen under FILTER. There are artistic, brush strokes, sketch and texture. Adjustment sliders available, but best to work with layers for most control, especially when you want to combine effects.

Topaz Impressions is, IMHO, the best.

If you are a Mac person, take a look at FX Photo Studio. I rarely use it but if you are into filters and screens, it might satisfy your needs. It is available on the Apple App Store for 4.99 Basic version or 17.99 Pro version.

Hey Vet, did you see affordable? This is for a one time project. We usually come back with a nice watercolor from our visits but saw nothing in Bar Harbor so I want to create one.

If you need it only for a one-time project, then download the free trial for any of these.

Unless you want to drop big bucks (or English pounds), go for individual JixiPix products.

Portrait Painter USD14.99 https://jixipix.com/portrait-painter/details.html (see attachment)

Artista Oil USD12.99 https://jixipix.com/artista-oil/details.html (see attachment)

All are available as sample downloads and are highly customizable.

More on JixiPix Portrait Painter. Choice of linen or canvas backgrounds.

I took these at the Philadelphia High School for Girls 211th Class 50th reunion.

Topaz is the b st I’ve seen. Not free but reasonable for what it does. If you want good controllable results you won’t get it free.

I use an app called Waterlogue on my iPad. Not sure if it's available for a Mac. It's free.
