Perhaps I might input each in layers in Photoshop, mask, then blend in the clear photo for foreground then have the image recede to the fog in the background. That's assuming that the layers line up.
Also edit out distracting elements. Focus on "eye leading" stream to bridge.

The first one is BETTER not best. There's only 2 of them. sorry, can't help myself. guess I'm a wanna be English teacher,
