Trump (and Sessions, mostly) have decided to reject outright all claims of asylum --- so people who were following US law when they left their country, were suddenly breaking it when they arrived at the border. The parents are immediately arrested, making the children suddenly "unaccompanied". Now, due to the trump admin policy, they are dealing with 700 new children every 10 days.
The Dept of Health & Human Service admits it has no procedure in place for re-uniting children with their parents.
