Here is another 'work-over' , using CR and PS. I have visited Rock Island many times in past years, and there are always water areas for prime shooting. This is simple editing, although I did run it through topaz details for enhancing the details.

The major improvements on mine were opened shadows, whites and increased exposure. I did a mid tone luminosity mask to brighten the mid tones. The sky is the same but I added the clouds with a white cloud brush.
